I guess that would depend upon what company you go with. I know I have our race bikes insured and my oldest son who doesn't race as much anymore has a 2 year old crf250r. The insurance is less on his bike than his brothers new race bikes with all the added extras as we usually have to state how much the bikes would be worth for replacement cost.

Debt Info:: Cheapest Classic Motorcycle I…
I saw and rode a used 2006 1100 Classic with about 2300 miles this spring, the owner was asking $5000 (it sold). I sold my 2006 1100 Custom with 4500 miles for $6000. Both these bikes were exceptional and in the Midwest. The Classic was the pewter color, kind of drab… Mine was the Red with Ghost flames, and showroom new in condition virtually perfect…absolutely cherry.
Avoid looking in the spring unless you come across a deal, usually prices are the highest then….
If you are looking at a 650 and feel comfortable by all means base value less then above, but don't fall for a learners bike like a 250 or around there, you'll be selling it in a month to get what you really want….

Most of these questions I can answer based on my personal experience…
1) I live in PA and you need to take a motorcycle permit test. The permit allows you to ride during the day with no passengers. Once you pass that you can take a motorcycle test or the learners class. I took the learners class, and once I passed that they stamped my permit and it was considered a temporary license (the actual license was mailed to me a few months later).
2) I have limited liability insurance through Progressive and its about 200/year. Full insurance would have been about 1100/year if I remember right. Since your 18 and im 25, your rates might be a little higher. But on the other hand, I also have a gsxr 600 so insurance on a less powerful bike will likely be lower.
3) If you can afford $250/month payments for about 2 years then you can likely get something in the $5000 range. Not sure how much money you have or whatever expenses in addition.
4) Like previously mentioned I have a gsxr 600. This is my first street bike and I have been fine for 2 years now. I rode dirt bikes pretty much all my life before that though so I felt confident and smart enough to know how to operate the bike.
As for you, if this is your first bike, I wouldnt recommend a 600. From the ones you recommended above, the ninja 500 would likely be my preference for a nice starter. Not much of a cruiser but you can always have it lowered to suit your height.
Like you said, I wouldnt get a 250. The lack of power would have you wanting a more powerful bike in no time.
